1965 – 1969 Prague School of Economics, Faculty of Trade – specialization Foreign Trade.
1993 October NATO Defense College in Rome – General and Flag Officers Course
1969 – 1989 during the communist period he could not work continuously in his field and was forced to work as a worker. Later he was employed in several trade companies, performing duties on the level of deputy for economics or trade.
1989 – 1993 he worked in the following institutions: Economic Adviser to the Mayor of Prague, Economic Section of the Presidential Office of the President of Czechoslovakia, the Governmental Committee of the Czech Government for Foreign Relations where he participated in preparing the Association Agreement of Czechoslovakia with EU.
1993 – 2001 after division of Czechoslovakia he was Director General of the Foreign Relations Section of the Ministry of Defense. He played a very important role in creating and organizing the Peace Forces of the Army of the Czech Republic. He participated in all negotiations connected with the Partnership for Peace program and in all negotiations within the framework of the Individual dialogue between the Czech Republic and NATO that lead to the invitation of the Czech Republic to start negotiations on its accession to the Alliance. He also co-chaired a Government-authorized interdepartmental Working Group for NATO Accession. As well he co-chaired the country´s team in Brussels during the five rounds of accession talks with NATO, from September to November 1997. During the period of his acting as the head of the Foreign Relations Section, concrete projects of bilateral cooperation with armies of 21 countries has been established.
From 5th May 1997, acting and from 1st September appointed Deputy Minister of Defense.
From 28th November 1997 up to 30th June 2001 appointed First Deputy Minister of Defense.
2000 – 2010 member of International Advisory Board of the Geneva Centre for the Democratic Control of Armed Forces (DCAF)
2001 July – 2006 April: AmbassadorExtraordinaryand Plenipotentiary of the Czech Republic to India, Nepal, Bangladesh, Sri Lanka, Maldives, stationed in New Delhi India.
2006 May – 2010 October: Ambassador Extraordinary and Plenipotentiary of the Czech Republic in Japan.
2010 November – 2011 March: Ministry of Foreign Affaires
From April 2011: in retirement. Married to Dana Novotna, they have two children and three grandchildren.

Decorations: Czech Military Cross of III. Degree-bronze, Czech Military Cross of I. Degree – golden, Czech medals for service in UNPROFOR and IFOR. Knight Commander´s Cross Badge & Star of the Order of Merit of the Federal Republic of Germany.
